How many form processing steps are too many?

I have a form that currently has 23 processing steps. Seventeen of these are conditional steps that execute depending on what page the form was on (as determined by a hidden field in the form). Only one of those 17 will be used for each form submission. So I was wondering how many processing steps a form can have and if performance starts to deteriorate after a certain number.
