Clarifications about API Calls Limitation

Hi All,

I am newbie to Eloqua API and have couple of questions regarding that.

1. What is the maximum no. of API calls limitation for SOAP & REST(especially for Bulk API) per day?

2. When we say maximum API calls limit, is it for the user specific or the whole Eloqua instance?

e.g. A single user can call the API endpoints for 2000 times in a day of maximum limit(may be other users can call the same that day).

OR the whole particular Eloqua instance is restricted to call 2000 is the maximum API calls for a day(irrespective of different users).

Please clarify.
